Paper Submission & Author Guidelines

Paper submission deadline is extended to February 4, 2019February 11, 2019.


Papers must be original, unpublished full papers, written in English and must be at least 3 pages (preferably 5) but not exceeding 8 pages, including abstract, figures, tables and references. Papers not satisfying these criteria will be excluded from the review.

The submitted papers must be pdf-files. Make best efforts to embed all fonts (as in final submissions) since the lack of this may cause problems for the reviewers.

All submitted papers must use IEEE templates, either LaTex or Microsoft Word, obtained from the previous link.

All papers delivered by IST Panel members should have the following information at the bottom of the first page (text box sponsors): This paper is based on NATO IST Panel activity IST-XXX, Activity tittle e.g. "Cognitive radio in NATO".

Review process

All papers will be reviewed by at least three independent reviewers and the authors will be notified about the acceptance via email. Acceptance of submitted papers will be based on quality, novelty and relevance to the conference.

The final paper submission has to follow these steps:

  1. Create IEEE Xplore compliant pdf file using PDF eXpress.
  2. Download the paper approved by PDF eXpress and submit it through the tool provided in Notification of Acceptance mail.

All papers will go through a plagiarism detection process.

Following the IEEE electronic  process for transferring author’s copyright,   eCopyright link will be sent to  authors in the later phase.

Creating your PDF eXpress Account

Log in to the IEEE PDF eXpress TM site (

First-time users should do the following:

1. Mark the New Users - click here 

2. Enter the following:

· 45762X for the Conference ID

· your email address

· a password

3. Continue to enter information as prompted.

An Online confirmation will be displayed and an email confirmation will be sent verifying your account setup.

Previous users of PDF eXpress need to follow the above steps, but should enter the same password that

was used for previous conferences. Verify that your contact information is valid.

Remember to register for the conference.
